Strategy

The art of aligning means with ends under conditions of uncertainty and opposition. Strategy as a frame foregrounds the relationship between available resources, desired objectives, and the actions of adversaries or competitors. It imports the temporal dimension — sequencing, tempo, timing — as a first-class concern, distinguishing it from planning (which assumes a stable environment) and tactics (which address immediate situations without reference to larger objectives).
