The domain of groups attempting to produce shared goods through individual contributions. Collective action foregrounds the tension between individual rationality (why contribute when you can benefit without contributing?) and group rationality (everyone benefits if everyone contributes). The frame encodes problems of coordination, monitoring, and enforcement that arise whenever outcomes depend on aggregate behavior rather than individual effort.
