What comes to mind easily is judged as common. Ease of recall substitutes for actual frequency, warping risk perception.

Recency amplifies the effect — events that happened recently are more available than events from the distant past, even if the distant past is more representative. After a flood, flood insurance purchases spike. Five years later, without another flood, they return to baseline — not because the objective risk changed but because the flood faded from easy recall. Risk perception oscillates with memory salience rather than tracking actual risk trajectories.

Media as availability amplifier — the media selects for vivid, unusual, and frightening events, which are precisely the events that availability bias then overweights. Terrorism, kidnapping, and exotic diseases receive coverage disproportionate to their frequency, and that coverage becomes the raw material from which people construct their risk estimates. The media does not cause availability bias, but it provides the fuel.

Availability is often a good heuristic — in environments where personal experience is representative, ease of recall correlates well with actual frequency. A farmer who recalls many wet springs is probably correct that springs are often wet in that region. The model focuses on the cases where availability misleads, but in everyday life the heuristic works well enough that evolution preserved it. Treating all availability-based judgments as biased overcorrects.

Hard to distinguish from rational updating — if a doctor recently saw a case of meningitis and is now quicker to consider it as a diagnosis, is that availability bias or appropriate Bayesian updating? If a local cluster genuinely increases the prior probability, elevated availability is not bias — it is learning. The model provides no principled way to distinguish biased availability from well-calibrated alertness.

Debiasing is unreliable — the standard advice is “consider base rates” or “think about what is not coming to mind.” But the information that does not come to mind is, by definition, unavailable. You cannot correct for what you do not know you are missing. The model identifies a problem but the prescriptions are circular: the solution requires the very cognitive resource (access to non-available information) that the bias denies.

Origin Story
Amos Tversky and Daniel Kahneman introduced the availability heuristic in their 1973 paper “Availability: A Heuristic for Judging Frequency and Probability.” The key demonstration asked subjects whether English words beginning with K are more common than words with K as the third letter. Most people said words starting with K are more common — because they are easier to generate from memory — when in fact words with K in the third position are roughly twice as frequent. The heuristic was part of the broader heuristics-and-biases program that Tversky and Kahneman developed through the 1970s, alongside anchoring and representativeness. Paul Slovic, Baruch Fischhoff, and Sarah Lichtenstein extended the concept to risk perception, showing that availability explains much of the public’s systematic miscalibration of risks — overweighting vivid low-probability threats while underweighting mundane high-probability ones.
